District Additional Assistance Override (Capital Override)

  • A District Additional Assistance (DAA) Override, formerly known as a Capital Override, is a voter-approved funding measure that allows FUSD to raise additional local funds through a secondary property tax.
  • FUSD's Governing Board has called an election on November 3, 2026, for a Capital Override.
  • The funding can only be used for capital needs, such as:
    • Student and staff technology
    • Curriculum materials and textbooks
    • Library resources
    • Classroom furniture and equipment
    • School buses and other vehicles
    • Safety upgrades
    • Minor facility repairs and renovations
  • The funds cannot be used for employee salaries or general operating expenses.
  • Arizona has historically provided limited funding for school capital needs, leaving districts with fewer resources to maintain buildings, update technology, and replace equipment. Because of this underfunding, FUSD has relied heavily on voter-approved bonds to cover essential needs that are often funded through capital dollars in other states.
  • Even with successful bond programs, FUSD has had to delay some investments in curriculum resources, classroom furniture, equipment, and preventative maintenance.
  • The proposed override would provide a dedicated revenue source to help maintain and modernize schools without taking money away from classroom instruction.
  • If approved by voters in November 2026, the override would generate approximately $2.5 million per year for seven years.
  • The estimated tax impact would be approximately $0.11 per $100 of net assessed property value beginning in Fiscal Year 2028.

Maintenance & Operations Override

  • A Maintenance and Operations (M&O) Override is a voter-approved funding measure that allows FUSD to continue receiving additional funding to support staffing and educational programs that are not fully funded by the state.
  • FUSD's Governing Board has called an election on November 3, 2026, to continue the existing 15% M&O Override, which was originally approved by voters in November 2022.
  • The override generated approximately $9.665 million in Fiscal Year 2025 and is estimated to generate $9.738 million in Fiscal Year 2026.
  • These funds support staffing and programs that directly benefit students, including:
    • Full-Day Kindergarten
    • Preschool programs
    • Advanced Placement (AP) courses
    • Dual Enrollment courses
    • Gifted Education
    • International Baccalaureate (IB) courses
    • Arts and music programs
    • STEM education
    • Athletics
    • Extracurricular activities
  • The current override is fully funded through Fiscal Year 2028.
  • Without voter approval, the override funding would begin to phase down:
    • Reduced by one-third in Fiscal Year 2029
    • Reduced by another one-third in Fiscal Year 2030
    • Fully phased out after that
  • Continuing the override would allow FUSD to maintain these important programs and staffing levels without significant reductions.
  • The estimated tax impact would be approximately $0.50 per $100 of net assessed property value beginning in Fiscal Year 2028.

  • August 7, 2026- Deadline to submit “For” or “Against” arguments regarding the override and bond elections to the Coconino County School Superintendent’s Office
  • October 5, 2026- Last day to register to vote
  • October 7, 2026 - Early voting begins and ballots mailed
  • October 23, 2026 - Last day to request a ballot to be mailed
  • October 30, 2026 - Last day to vote early in person
  • November 3, 2026 - Election Day
